The project manager is responsible for whole project.
The mission manager is responsible for all missions.

プロジェクトマネージャは計画(プロジェクト)全体の運用、スケジュールやら経費やら人員やら対外協力要請やら、すべての決定をする。一番偉い人。
ミッションマネージャはプロジェクト内で行う活動(ミッション)工学研究とか科学探査とかを取り仕切る人。決定権は限定的。
